bukkit update 1.3

To all of those who don't know what happened,

Firstly I deleted the current vanilla map and old anarchy ones. Then I added factions to the
new anarchy map. There is a new forum for faction discussion.


Here are the current four worlds,

Anarchy: spawn world for new people also has warp at vip spawn

Vip: vip spawn, has all warps, has towns

world_nether: nether world for anarchy "only for anarchy"

world_the_end: you can get there from vip world "might be disabled"
